Rule clarification:
After consulting with VNEA Corporate, here is the
final ruling:
Any forward stroke that contacts the cueball on the
break is considered an attempt, whether it hits any object balls or
not. This includes miscues and short strokes (meaning that you accidentally
hit the cueball causing it to move forward). That means that these
are covered in the VNEA Rules Booklet, section B, rule 2.
If the breaker hits the
racked balls with the cue ball driving four or more numbered
balls to a cushion or pocketing one or more object balls, the game is
considered started. If the
player fails to make a legal break, it is not a foul; however, the
opponent has the option (1) accepting the table in position and
shooting or (2) have the
balls reracked and shooting the break himself or have the original
breaker rebreak.

not include "whiffs" (not contacting the cueball at all).
